Half Moon Bay City Clerk Prepares to take the City Council Meetings Hybrid in March 2023

uh thank you so for the public and for the council

um after three years of meeting on Zoom we will be returning to in person starting with our March 1st priority

setting workshop and then our March 7th regular meeting uh this is due to the um

2:37:29

the state’s local emergency or state of emergency order expiring at the end of February so after that time we would no

2:37:36

longer be able to make the findings for ab361 to hold remote meetings so all

2:37:44

City boards commissions committees will return to in person for the city council

2:37:50

in the Planning Commission we will have a hybrid approach so much so that

2:37:56

members of the public will be able to watch the meeting on zoom and provide comment via Zoom however all members of

2:38:05

the city council and the Planning Commission staff presenters will all be in person

2:38:11

and any members of the public who do wish to show up in person and provide their comments in person are of course

2:38:17

able to do so and any of that wish to remain on zoom and provide their comments that way are also welcome to do

2:38:24

so for the Parks and Recreation Commission architectural advisory committee community a development

2:38:30

director hearings bicycle and pedestrian advisory committee and any City Council

2:38:35

subcommittee meetings those will be held fully in person without a hybrid option for public participation

and the Planning Commission and City Council meetings will be both held at the Ted Adcock Community Center

over the course of the next month and a half we are going to be conducting mock

2:38:55

meetings as well as getting new staff trained on the setup technology conduct

2:39:00

of in-person meetings and testing our sound systems meeting technology infrastructure to make sure that

2:39:07

everything is ready to go for the first meeting in March and we’ve also been working closely with

2:39:12

a PCT who provides the streaming of our meeting um and we’ll be working with our new it

2:39:18

consultant as well to make sure that we are fully supported for those meetings

as separately from that there have been a few legislative changes

one is ab2449 which the intent was to provide an opportunity

for remote meetings in certain situations however as jurisdictions and

2:39:44

agencies are going through the bill it does seem pretty difficult to implement there are a number of cities that are

currently sending letters into the legislature now requesting amendments to those

2:39:58

um however ab361 will still exist so if at any point in time a separate state of

2:40:04

emergency is declared on the state level or the local level and the city council

2:40:09

or any border commission did need to conduct a remote meeting um provided that we could make the

2:40:16

findings for that we would be able to do that and separately there

the original Brown act teleconferencing rules that do remain available and these

2:40:28

were what were in place prior to the pandemic where if a council member or

2:40:33

commissioner is out of town or otherwise unable to attend they can teleconference

2:40:40

into the meeting and via phone uh provided that they post the agenda at

2:40:46

their meeting location and at that meeting location is published on our agenda prior to the meeting so you know

over the course of transitioning back to in-person meetings staff will of course work with all of our boards and

commissions and make sure that the transition is as smooth as possible

and in the event of any unforeseen circumstances we will discuss various

2:41:11

approaches and make modifications to make sure that we can still provide the

2:41:17

public meetings to the public in the best manner possible so that’s the gist

of it I’m happy to answer any questions but we are we have our next two February

meetings on zoom and then starting with our March 1st priority setting we’ll be back in person so

okay so there’s no action to be taken that was just informational correct

yeah informational for the council and the public I know that we do have see a lot of names on here that have been

waiting for us to get back to in person so hope to see them um March 1st or March 7th

um and we should see if there are any public comments I don’t have any hands raised but before we move on

and I don’t see any hands right so I think we’re okay there okay let’s move on then to item 3C

The New Now ~ Virtual Remote Public Agency Meetings

Watch streaming, or the Pacifica Coast TV video, that we will post. Stay tuned!
The meeting will be held at the Adcock Community Center for any members of the public who wish to speak in person, though we do encourage all members to participate remotely.
The meeting will be:
  • streamed live on Comcast Channel 27 and Pacific Coast TV website
  • the City’s website online (via Granicus)
  • and on Facebook Live
    • one in English (City of Half Moon Bay FB Page)
    • one in Spanish (City of Half Moon Bay Recreation FB Page)
  • Recorded by Pacific Coast TV (PCTV)

Members or the public are welcome to submit comments (in accordance with the three-minute per speaker limit) via email

to jblair@hmbcity.com prior to or during the meeting, via Facebook live during the meeting, and via two phone lines during the meeting – (650) 477-4963 (English) and (650) 445-3090 (Spanish).
The City Clerk will read all comments into the record.
