Cypress Point is a proposed 71-unit, 100% affordable family development on a 11.02- acre site in Moss Beach that would be the first income-restricted housing for families in the County’s Midcoast region.

Cypress Point EIR Scoping Session Dec 14, 2022

 

A public scoping session for the Cypress Point Affordable Housing Community Environmental Impact Report (EIR) will be the single-item agenda at the SMC Planning Commission meeting Dec 14, 2022, at 9:00 AM (held remotely). Cypress Point is a proposed 71-unit, 100% affordable family development on an 11-acre site at Carlos & Sierra in Moss Beach. Instructions on how to join the remote meeting or submit comments are on the agenda. (MCC project page)

The purpose of the meeting is to solicit oral and written comments as to the appropriate scope and content of the EIR — what environmental issues, impacts, and information need to be considered and analyzed in the EIR, including environmental impacts, mitigation measures, and alternatives. No decisions about the project will be made at the meeting.

  • CEQA process: County is in process of selecting a firm to do an Initial Study and EIR.
  • Lawsuit pending against CCC/County re certification of LCP amendment:  County will proceed with processing CDP application unless the court orders them to stop.
  • Hearings at PC & BoS:  Normally the CDP decision by PC is final unless appealed.  In this case adoption of a General Plan amendment by BoS is still required regarding the zoning changes in the LCP amendment.

The County is the lead agency for CEQA on this project so they hire the consultant, although the cost is billed to the Applicant.  The Draft EIR will be posted for public review & written comment to Project Planner for a specific period of time. I would expect this to be about a month.  Comments on correctness, completeness or adequacy of the document are submitted to the Lead Agency during the public review period.  The final EIR will include responses to comments.  When the project comes to the Planning Commission they will be asked to adopt the EIR as well as approve the CDP, Design Review, and grading permit.
PUD-140 — This chapter of the County zoning regulations contains the new development standards for the parcel in significant detail.  These are the standards that the project is expected to conform to in order to approve the CDP.
