City Seeking Input on Two Redistricting Maps During Regular City Council Meeting

The City Council is considering two five-district maps – Map 504c and Map 503b – and has requested additional community input on these two maps. You can view them on our website and at www.drawhmb.org. Additionally, the City has prepared a set of FAQs, also available on our website, which contain answers to many questions we have heard throughout the redistricting process. We encourage you to read through them and share any feedback on the two maps you may have.

 

The City Council will hold a public hearing on Tuesday, March 15, 2022 at 8:15 p.m. via Zoom (https://us06web.zoom.us/j/95535614263) to select one of these maps.

 

There will be an opportunity for public comment at that meeting. Additionally, or alternatively, you are welcome to provide written comments to be included in the agenda packet by emailing to jblair@hmbcity.com.

 

All comments received by Thursday, March 10 will be attached to the staff report for this item. Any received after that date will be forwarded to the City Council prior to the meeting.

Some voters in affected neighborhoods will soon receive a packet of information via mail explaining that their voting cycle may change if their district changes under either of the two maps under consideration. This does not apply to the vast majority of voters in the City.

Half Moon Bay must re-draw its district boundaries using the new 2020 Census data. This process is called redistricting. All cities with district-based election systems, such as Half Moon Bay, must redistrict after each Census. This keeps population counts within each district relatively equal to ensure equal representation. Half Moon Bay adopted district boundaries in 2018 using 2010 Census total population counts. We must now reevaluate using the new census data.

In 2018, the City of Half Moon Bay approved a transition from at-large to by-district elections, with the mayor to be elected at-large. The current map of City Council Districts and other documents from the transition can be viewed here.

BACKGROUND

The City of Half Moon Bay’s Redistricting Advisory Committee was formed by the City Council at its May 18, 2021 meeting to study and recommend updated draft boundaries for City Council districts based on results of the 2020 Census. The Redistricting Advisory Committee is comprised of seven members, who were appointed June 15, 2021:

Redistricting Advisory Committee Calendar

The Committee will meet over the course of the next 10 months to receive public input on draft maps, communities of interest, elections sequencing, and other important issues all culminating with an adopted final map by the City Council that will be used in Half Moon Bay elections for the next 10 years. Weekday meetings will be held at 7:00 p.m. and Saturday meetings will be held at 11:00 a.m. Meetings will be conducted via Zoom through September, then will move to in-person.
