ARTICLE / VIDEO. This project involves improvements to the drainage at the intersection of Highway 1 and Kelly Avenue, diverting stormwater to flow along the east side of Highway 1, to the north of the intersection adjacent to Shoreline Station. They will direct water to the existing bio swales along Shoreline. There is an existing storm drain culvert beneath Highway 1 that conveys storm drainage from the east to west of Highway 1. Due to the lack of adequate drainage capacity west of Highway 1 at Kelly Avenue, excessive amounts of storm water flood Cabrillo Unified and Hatch Elementary school as well as Kelly Avenue.
