Large Animal Evacuation Group (LAEG) Awarded One-time $300k Grant for 60+ Temporary Stalls as Result of CZU Fire

Measure K: Adopt a resolution authorizing a one-time grant of district-discretionary Measure K funds, not to exceed $300,000, to the San Mateo County Large Animal Evacuation Group (SMCLAEG) for the purchase of temporary evacuation pens for large domestic animals during disasters, providing an exception to the criteria for district-discretionary Measure K funds to allow for advance payment, and authorizing the County Executive, or designee, to execute the grant agreement.

RECOMMENDATION:

Measure K: Adopt a resolution authorizing a one-time grant of district-discretionary Measure K funds, not to exceed $300,000, to the San Mateo County Large Animal Evacuation Group (SMCLAEG) for the purchase of temporary evacuation pens for large domestic animals during disasters, providing an exception to the criteria for district-discretionary Measure K funds to allow for advance payment, and authorizing the County Executive, or designee, to execute the grant agreement.

 

BACKGROUND:

Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years.

 

On March 9, 2021, and March 23, 2021, the Board of Supervisors (Board) held study sessions on Measure K expenditures and anticipated revenue for fiscal years (FY) 2021-23. The Board-appointed Measure K sub-committee, consisting of Supervisor Pine and Supervisor Canepa, convened the study sessions to, among other things, work with staff to facilitate the Board’s development of Measure K priorities and continuing initiatives for FYs 2021-23. The Board approved $5 million in one-time loans or grants for the FY 2021-23 budget cycle, divided equally among the five supervisorial districts, for district-discretionary needs and projects. Districts 2 and 3 have submitted a request to use their district-discretionary Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-discretionary Measure K funds approved by the Board in December 2018, with the following exception. SMCLAG has requested 50% ($150,000) of the grant amount as upfront, rather than reimbursement payment, and the remaining 50% ($150,000) paid on a reimbursement basis.  This payment structure requires Board approval because the criteria for district-discretionary Measure K funds approved by the Board in December 2018 provide for reimbursement payments.  The partially upfront payment schedule is necessary to support the purchase of the pens, as the grantee does not otherwise have the funding to make the purchase. The Board may approve this exception to the criteria by adopting the resolution.

 

PROJECT SUMMARY:

This is a request to authorize a grant to the San Mateo County Large Animal Evacuation Group (SMCLAEG), and resulting grant agreement, in an amount not to exceed $300,000, to provide for the purchase of temporary pens that can be used to contain large animals that need to be evacuated during a disaster. The County Executive’s Office will administer and manage the proposed agreement.

 

This grant will allow the San Mateo County Large Animal Group to purchase temporary pens to safely evacuate and stable large domestic animals during disasters, such as the CZU Lightning Complex Fires from 2020. The San Mateo County Event Center will store these pens and allow the animals to be stabled on Event Center grounds in an emergency. Historically, if an evacuation was necessary, SMCLAEG needed to rent pens and was often unable to find the number of pens needed.

SMCLAEG estimates, based on experience from the CZU Fire and other prior disasters and emergencies, that the total need is for 98 stalls.

 

This grant will be used to purchase 48 portable stalls with canvas roofing, 4 solid panel stalls to house stallions, 10 pipe stalls for cattle, and rubber mats for each stall to protect the animals’ feet from the asphalt.  (Funding will be sought from other sources, such as County Public Health Planning and Policy, to allow for the purchase of the remaining stalls.)

 

Total Measure K Request: Not to Exceed $300,000

The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:

PERFORMANCE MEASURES:

The County Attorney’s Office has reviewed and approved the agreement and resolution as to form.

 

FISCAL IMPACT:

There are sufficient Measure K funds for this specific FY 2022-23 Measure K request. These funds are budgeted in the Non-Departmental Services FY 2022-23 Adopted Budget.
