Measure W Citizen’s Oversight Committee Application

Ballot Question

The ballot question was as follows:[1]

To reduce highway traffic congestion (including 101, 280, interchanges); repair potholes, maintain streets, reduce local traffic, improve pedestrian safety in every San Mateo County city; maintain affordable transit services for seniors/people with disabilities; increase Caltrain/SamTrans capacity; reduce travel times/car trips; implement the San Mateo County Congestion Relief Plan, shall San Mateo County Transit District’s Ordinance levying a 30-year half-cent sales tax with independent citizen oversight, providing approximately $80 million annual that the State cannot take away, be adopted?[2]

The following impartial analysis of the measure was prepared by the office of the San Mateo County Counsel:

“Measure W would impose a one half-cent sales tax on all qualified retail transactions in San Mateo County, both in the incorporated and unincorporated areas, for a period of 30 years, beginning on July 1, 2019 and ending June 30, 2049.”

Overview:

The San Mateo County Transit District is recruiting members for the newly formed Measure W Congestion Relief Plan Independent Citizens’ Oversight Committee (COC). The COC is tasked with reviewing the administration of the Congestion Relief Plan to ensure Tax Proceeds are invested in a way that is consistent with the Plan.

As specified in Measure W, the role of the COC is to receive findings of an independent audit, hold a public hearing, and issue a report annually to provide County residents with information regarding how Tax Proceeds are being spent.

Terms:

Under the District’s Board-approved appointment process, terms will be staggered; the length of the initial term of each appointee will vary, with no term exceeding three years. Five members will serve initial terms of one year, five other members will serve two year initial terms, and the remaining five members will serve full three year terms. Subsequent terms will be three years for all members. Seats with one, two and three year initial terms will be selected randomly prior to the application process.

Meetings:

Meetings will occur at least once annually. The first meeting will be in early 2021, exact schedule to be determined. All meetings will be conducted via Zoom until further notice but may be in person in the future. All meetings will be publically noticed and conducted in accordance with the Ralph M. Brown Act.
